- ECELS Health and Safety Checklist and Reference Document May 2010
The staff and Pediatric Advisors from the Early Childhood Education Linkage System-Healthy Child Care Pennsylvania (ECELS) drafted the following two assessment tools.
ECELS Health and Safety Checklist - Version 1.3 – May 2010 (Revisions Shown) is a 167 item observational tool for health professionals who provide child care health consultation. It was developed to: 1) assess health and safety in the facilities and practices of early care and education (ECE) programs, 2) assess compliance with key National Health and Safety Performance Standards (Caring for Our Children, 2nd edition published by the American Academy of Pediatrics, American Public Health Association and National Resource Center for Health and Safety in Child Care, 2002), and 3) help users develop indicated interventions. The companion to the ECELS checklist is the References for the ECELS Health and Safety Checklist Document - Version 1.3 – May 2010 (Revisions Shown). This tool guides the user to the appropriate health and safety standard(s) and other references that are related to each item. Each item on the Health and Safety Checklist is cross-referenced with corresponding National Health and Safety Performance Standards, items from the Environmental Rating Scales (ITERS-R, the Infant/Toddler Environment Rating Scale – Revised Edition, ECERS-R, the Early Childhood Environment Rating Scale – Revised Edition) and the Pennsylvania Child Care Facility Licensing Regulations. This regularly updated website includes health and safety obseration and policy checklists, lesson plans for health professionals to teach health and safety to early education and child care providers, fact sheets, posters and information packets, as well as content-rich newsletters for providers and health consultants. The Asthma, Oral Health, and Lead Poisoning modules are rich resources. The module on asthma includes a downloadable video that is specific to management of this health problem in child care, as well as posters on triggers and handling asthma emergencies in the group care setting. The state-specific references to California may not apply elsewhere, but are easy to identify in the materials. - Classroom Observation Guidelines
Suggestions to enhance the quality of observations of early education programs by health professionals - Continuum of Liability Exposure for Child Care Health Consultants
A list of services, ranked in the order of liability risk. The list was prepared in 2002 for the California Child Care Law Center. It includes specific types of services that Child Care Health Consultants might be asked to provide for early education and child care programs. This article was prepared by the Child Care Law Center for the California Child Care Health Linkages Project of the California Child Care Health Program in 2002, funded by the California Children and Families Commission. The California Child Care Health Program is a community-based organization, dedicated to enhancing the quality of child care, and is affiliated with the University of California, San Francisco School of Nursing. Several states have conducted studies to determine the impact of the use of child care health consultants on child outcomes and program performance. The findings affirm that child care health consultants help early education and child care providers to improve health and safety in their programs. - Health and Safety Consultation in Child Care - DVD Multimedia Training [Available for Order]
A new Self Study Module is Now Available for Health Professionals and Program Directors - Health & Safety Consultation in Child Care is available to health professionals and early education/child care program directors for 3 hours of CME or 0.3 CEU credits from the U of Pittsburgh. The interactive, multi-media 2 DVD set includes a self-learning module based on the 5-part video/DVD series. The DVD set has the videos as well as electronic copies of many helpful forms and documents. These include the full text of Caring for Our Children,-The National Health and Safety Performance Standards, Model Child Care Health Policies and 12 other helpful documents. The DVD set Health & Safety Consultation in Child Care is free to PA health professionals and early education directors. (In PA, conventional videotapes of the video material on the DVD set may be borrowed from ECELS.)
